The NCEES Foundation is the philanthropic arm of the National Council of Examiners for Engineering and Surveying. It is committed to supporting programs that further the NCEES mission to advance licensure for engineers and surveyors in order to safeguard the health, safety, and welfare of the public. 2024-25 funding information will be available September 1, 2024. Awards will be distributed June 2025.

NCEES Foundation Board Members

Chair
Dale Jans, P.E.

A resident of Sioux Falls, South Dakota, Jans is an emeritus member of the South Dakota State Board of Technical Professions. He served as NCEES president in 2011–12 and has served on numerous NCEES task forces and committees over the last three decades. Jans is the vice president and former owner of Jans Corporation, which focuses on design-build, construction management, and general contracting, with special emphasis in manufacturing, medical clinics, education and spiritual facilities, and commercial buildings. His company was awarded an AON Build America award for the Sioux Falls Seminary in 2010 and the Sertoma Butterfly House in 2004.

Vice Chair
Brian Hanson, P.E.

A resident of Anchorage, Alaska, Hanson is an emeritus member of the Alaska State Board of Registration for Architects, Engineers, and Land Surveyors. He served as NCEES Western Zone vice president from 2016 to 2018 and has served on numerous NCEES committees since 2013. As a civil and mining engineer, Hanson has worked on a variety of aviation projects across the United States. Recently, he expanded his experience by working on civil site and transportation design needs for various projects, including water and sewer, commercial building development, mining projects, renewable energy projects, construction oversight, and supporting military infrastructure.

Treasurer
Iarelis Hall, P.S.M.

A resident of Apopka, Florida, Hall is vice-chair of the Florida Board of Professional Surveyors and Mappers. She has served on the Committee on Uniform Procedures and Legislative Guidelines for NCEES since 2020 and as chair since 2022. Hall is currently employed at GPI Geospatial, Inc., and has worked with organizations such as the Florida Department of Transportation and the Federal Aviation Administration. Specializing in transportation, public works, water management, private development, and airport projects, Hall’s work focuses on various survey operations, including boundary surveys, topographic surveys, and GPS surveys.

Sina Nejad, P.E.

A resident of Beaumont, Texas, Nejad is chair of the Texas Board of Professional Engineers and Land Surveyors. He has served as chair of the NCEES Committee on Education since 2022. Nejad has over four decades of expertise in engineering design and leadership in the field of engineering. As the founder and president of Sigma Engineers, Inc., Nejad has spearheaded numerous significant projects across government, industrial, and municipal sectors. His work in designing and constructing blast-resistant buildings has set industry benchmarks, contributing to the safety and resilience of critical infrastructures.

Rita Perea

A resident of Des Moines, Iowa, Perea is a member of the Iowa Engineering and Land Surveying Examining Board. Perea is an international speaker, author, executive coach, and professional development trainer. She is preparing to celebrate her 22nd year as founder and CEO of Rita Perea Leadership Consulting, Inc. As a community leader, Perea serves as a voice for the underrepresented, including women, minorities, and students. Her recent book, From Frantic to Fabulous: How to Raise Your Energy, Tame Your Work and Transform Your World in the Digital Age, ranked as an Amazon #1 Best Seller in Leadership and as an Amazon #1 Best New Release, also in Leadership and in Business Ethics.

Paul Tyrell, P.E., P.L.S.

A resident of Weymouth, Massachusetts, Tyrell is chair of the Massachusetts Board of Registration of Professional Engineers and Professional Land Surveyors. In addition to serving on a number of NCEES committees since 2012, he served as NCEES treasurer from 2020 to 2023 and Northeast Zone vice president from 2017 to 2019. Tyrell has 35 years of experience in land surveying, project management, design, and construction management. His technical expertise includes civil engineering, boundary and subdivision control law, easements and property rights issues, environmental permitting, hydraulics and hydrology, and trenchless technologies.
